Lieutenant Commander Robert Kapcio was born in Syracuse, New York on 30 Jun 1960. He graduated from the United States Naval Academy in 1982. His first tour of duty was as First Lieutenant and Main Propulsion Assistant aboard USS BRONSTEIN (FF 1037) in San Diego, CA from November 1982 to August 1985. During this tour he completed his Surface Warfare Qualification as well as his Engineering Officer of the Watch Qualification. His next tour was as Combat Information Center Officer and Assistant Operations Officer aboard USS ELLIOT (DD 967) in San Diego, CA from October 1985 to July 1987. During the later part of this tour he also acted as the Operations Officer. During these tours he completed three deployments to the Western Pacific. After completing Department Head School in Newport, RI in August 1990, LCDR Kapcio served as the commissioning Operations Officer on USS BARRY (DDG 52) in Norfolk, VA until February 1994. In December 1996, he reported to USS BUNKER HILL (CG-52) in Yokosuka, Japan as the Executive Officer.
Lieutenant Commander Kapcio's shore tours include selection as an Intern on the Joint Staff where he served in the Europe/NATO Branch of the J-5 from August 1987 to August 1988. After his internship, he served as an Action Officer in the Persian Gulf/S.W. Asia Branch, Politico-Military Policy and Current Plans Division (OP-611), Office of the Chief of Naval Operations from August 1988 to January 1990. From May 1994 to July 1996, LCDR Kapcio was assigned as a Maritime Operations Planner, Current Operations Division (J33), U.S. Atlantic Command (USACOM).
Lieutenant Commander Kapcio's awards include the Defense Meritorious Service Medal (1), Joint Commendation Medal (2), Navy Commendation Medal (2), Navy Achievement Medal (1) and various unit and service awards.
Lieutenant Commander Kapcio is married to the former Patricia Ann Mueller of Pittsburgh, Pennsylvania. They have two children, William and Caroline.
